How can I send/receive emails on a PDA without a phone contract.?

I do not have the money for a phone contract. I would still like to send and receive emails with a PDA. I have not bought one yet, so I am making sure before I buy one. How can I send them? And also, can I access the internet if there is a wireless router that I can use?
