What does the term "degraded" mean in the Church of Scientology?

I was so shocked and saddened by the news of the Travolta's son, Jett, after a seizure yesterday. I read in one of the first articles that came out Jett was regarded as "degraded" because of his condition (autism, Kawasaki syndrome, or whatever others claimed). Exactly what is meant by that term? Does the Church of Scientology teach its followers that they shouldn't take medications for these types of disorders, and just delve more deeply into the church's methodology and teachings instead?
