Theft of services?

a friend of mine gave a blank check to his brother to fix his car whick would be not more than 250.00 brother made check payable to the shop for 1800.00 my friend then put a stop payment on check. now company is now calling and threating to call police and put a lien on my friends truck and charge him for theft of services. invoice is under the brothers name not my friens.
